(1) If a public entity needs to procure any construction work which is of such a nature as not requiring any qualification and the cost estimate of which does not exceed twenty million rupees, it may procure such works through competition on the basis of the lump sum rate method through a national bidding, upon publishing the cost estimate.
(2) In submitting a bid pursuant to sub-rule (1), a bidder shall submit the bid offering the lump sum rate which is less or more by a certain percent than the total cost estimate.
(3) The method referred to in sub-section (1) may not be used in the procurement actions requiring the multi-year contract.
